- Start by boiling a large pot of salted water.
- Add carrots and new potatoes to the boiling water and cook for about five minutes until they are fork-tender.
- Next, blanch green beans and peas in the same pot for approximately one minute.
- Drain the vegetables and set them aside.
- In a heavy-bottomed pot or Dutch oven, melt butter over medium heat and add the cooked vegetables to warm them through.
- Pour in milk and heavy cream, bringing the mixture to a boil.
- Reduce the heat to low and season with salt and black pepper.
- Stir in dill and chives, allowing the mixture to simmer for at least 10 minutes before serving warm.
